Block 23 had never hosted an event. And a million people were going to attend.
The City of Phoenix called it Block 23: an abandoned building site made into a quasi parking lot
After the J.C. Penney building came down, what was left was a surface lot sitting on top of a subterranean parking garage built in 1953. It had sat that way for years. No permanent power. No water. No load calculations. No event had ever been staged on it.
That is where the Arizona Super Bowl Host Committee sited Verizon Super Bowl Central, the free public campus at the center of Super Bowl XLIX week, running January 28 through February 1, 2015, pedestrian-only, two in the afternoon to midnight, across more than twelve downtown blocks of closed streets.
Whoever won it would not be dressing a venue. They would be building one, on a parcel with no service history, against a kickoff date that could not move.

The Host Committee ran a competitive procurement. Most responses came back as line items against a scope list: so many feet of fence, so many generators, so many staff hours.
Ours came back reading the parcel as one connected system. The barricade line sets the crowd flow. The crowd flow sets where power has to land. Where power lands decides whether the video wall is live before gates open. Change one and you change all three, which is why splitting the work across a dozen vendors is not a savings, it is a scheduling risk with an invoice attached.
Two facts stood behind that answer. We own the inventory rather than sourcing it, so nothing we promised depended on another company’s availability. And we directly employ our workforce rather than subcontracting it, so the people on post answered to the same organization that signed the contract.

Security and crowd management.
Licensed officers under AZ DPS #1629285 across every entry, interior zone, and stage front.
Perimeter and vehicle security.
Fencing, barricade, and hostile vehicle mitigation at every vehicle approach, including Mifram, wedge, and concrete systems.
Parking and traffic.
Attendants and ATSSA-certified traffic control phased against City of Phoenix street closures across the campus.
Structures.
Tents, clear span structures, skyboxes, a full temporary football field, and interactive sponsor sets, all built on a deck that had never carried an event load.
Stage and production.
Stages, Mojo® concert barricade at the stage fronts, concert-grade audio, jumbotrons, and remote LED screens sited for sightlines across an irregular footprint.
Broadcast support.
Compound space, clean power, and site integration for national networks working live from the campus all week.
Power, lighting, and climate.
Full temporary distribution to a parcel with none, site lighting for ten operating hours a day, and climate control through the structures.
Custom signage.
Wayfinding, sponsor, safety, and zone-control signage produced in-house.
Permitting.
Filed and carried through City of Phoenix review as part of our scope, not the client's.
